Just because you are money, doesn't mean you have any. Apparently the budget for the film was such that they couldn't afford to pay for all of the permits needed to film inside all the casinos shown in the film. At one point, a police officer had to come onto the set and shut down production, forcing the crew outside. The officer did let the actors finish the scene before asking them to leave. In fact, in the scene where Jon Favreau's character is placing bets at the 100 table, you can spot a cop to the far left of the shot.
